Shannon has worked across ex-service organisations, defence industry, WA State Government, and WA State Parliament since 2017. Shannon’s career has focused on enhancing the well-being of veterans and their families through innovative psychosocial programming and community-building initiatives. Her work also reflects a profound commitment to recognising and addressing the shared needs of defence and first response personnel and their families.

Greg Whitehouse

Chair of the Board 

Greg is a seasoned leader and manager in the Defence Community, boasts a distinguished 20-year tenure in the Australian Defence Force and a proven track record as a defence industry expert. Greg serves as the Chair of VESPIIA, underscoring his commitment to the well-being of veterans, first responders, and their families. His multifaceted leadership reflects a deep understanding of the challenges faced by those who serve and an unyielding passion for fostering resilience and empowerment. Greg is committed to resilience and empowerment, driving positive change for our nation’s heroes.

Rachel Falzon 

Vice Chair of the Board 

Rachel Falzon is an executive consultant with over 15 years of experience in strategic planning and business operations across the defence, rail, and production sectors. She has worked with organisations including the Department of Defence, Austal Ships, and Naval Ship Management, delivering successful programs and initiatives.

As President of the Women in Defence Association, Rachel is a strong advocate for diversity and inclusion, supporting underrepresented groups in her industry. She partners with startups, SMEs, and global companies to drive market success, with expertise in strategic planning, grant submissions, and market positioning.

Carlos Fortuna 

Treasurer 

Carlos is a seasoned leader with extensive experience in program and operations management, specialising in international defence programs. His expertise spans maintenance and reliability systems, rail support equipment, and strategic asset management, with a strong focus on operational readiness and digital transformation.

Known for his ability to drive efficiency and productivity, Carlos excels at adapting to evolving requirements and delivering high-impact solutions. His permission to work across Australia, New Zealand, and the United States enhances his ability to contribute to organisations operating on a global scale. Carlos brings a wealth of knowledge and insights to VESPIIA, supporting its mission to strengthen service communities.

Ruben Proud 

Director 

Ruben Proud is an admitted lawyer, consultant, and procurement specialist with extensive experience advising Australian government clients on complex contracts. With a Double Major in Law and International Relations (Distinction) from the University of Notre Dame Australia and the prestigious New Colombo Plan Scholarship, Ruben brings a strong academic and professional foundation.

Over the past five years, Ruben has worked on large capability projects with the Australian Department of Defence, government entities, and private clients. Known for his attention to detail and expertise in managing high-value agreements, he consistently delivers exceptional outcomes.

As President of Rotary of Elizabeth Quay, Ruben brings his passion for service, philanthropy, and leadership to his work with VESPIIA.
